SDN vs sectoral sanctions

An SDN (Specially Designated National) listing blocks a person and their property outright; sectoral measures restrict only defined dealings — such as certain debt or equity — with named entities. The first is a wall; the second is a fence around specific activity.

A worked example and links to the primary regulators are added in Phase 2. For how this applies to a specific matter, a fixed-fee written position is the proportionate step.
